Design for UID Numbers to all Indian residents

Mr. Ram Sewak Sharma

Mr. RS Sharma is currently working as Director General & Mission
Director of the Unique Identification Authority of India (UIDAI) and is
responsible for implementing this ambitious and challenging project
undertaken by the Government of India for providing Unique
Identification to all its Residents. In his capacity as the DG&MD of
this project he is responsible for over-all implementation of this
Mission mode project.

Prior to this assignment Mr. Sharma worked with the Government of
Jharkhand  as Principal Secretary, Departments of Science and Technology
and Drinking Water & Sanitation. His previous assignments include
Principal Secretary of the Departments of Information Technology (IT),
Rural Development and Human Resources Development.  As Principal
Secretary of the IT Department, Mr. Sharma was responsible for
formulation of State policies in the IT and e-Governance areas. He also
over-saw the implementation of various e-Governance Projects in all the
Departments of the State Government.

Mr. Sharma has held important positions both in the Government of India
and State Governments in the past. He has worked in the sectors like
Finance, Transport, Treasury, Provident Fund and Water Resources and has
been deeply involved in the administrative reforms and leveraging IT to
simplify the administrative processes. During his posting in Government
of India, he has worked in the Department of Economic Affairs and has
dealt with bilateral and multilateral development agencies like World
Bank, ADB, MIGA and GEF. He was also in-charge of Financing of
Infrastructure projects in the Highways, Ports, Airports and Telecom
sectors.

Mr. Sharma's contributions to the IT and e-Governance have been widely
recognized both within the country and outside. He has been responsible
for implementing a number of Projects relating to ICT Infrastructure,
Process Re-engineering and Service Delivery in Public Private
Partnership (PPP) mode.

Mr. Sharma holds a Masters Degree in Mathematics from IIT, Kanpur
(India) and another Masters in Computer Science from the University of
California (USA).

Abstract

Unique Identification Authority of India (UIDAI) has been setup by the
Govt. of India with a mandate to issue a unique identification number to
all the residents in the country. UIDAI proposes to create a platform to
first collect the identity details and then to perform authentication
that can be used by several government and commercial services
providers. A key requirement of the UID system is to minimize/eliminate
duplicate identity in order to improve the efficacy of the service
delivery. UIDAI has selected biometrics feature set as the primary
method to check for duplicate identity. In order to ensure that an
individual is uniquely identified in an easy and cost-effective manner,
it is necessary to ensure that the captured biometric information is
capable of carrying out the de-duplication at the time of collection of
information. For government and commercial providers to authenticate the
identity at the time of service delivery, it is necessary that the
biometric information capture and transmission are standardized across
all the partners and users of the UID system.

UID provides, online, cost-effective, ubiquitous authentication
services across the country and establishes identity. Authentication is
transactional and to be done at the time of availing a benefit.

The objective of the UIDAI is to provide a robust, reusable ID to those
who do not have any ID proof, cleaning up existing databases of multiple
and fake entries through Uniqueness and to improve targeting and
delivery of services. It will also reduce the cost of delivery of services.
