Facility location with uniform capacities

of which can serve at most U clients.The objective is to minimise
the total cost of opening the facilities and the cost incurred in
serving the clients.

I will present a simple local search algorithm that is a 3-approximation and show that our analysis is the best possible
by showing an instance where the locally optimum solution is 3
times the global optimum.
